A specialist stormwater consultancy for Melbourne and regional Victoria.
We prepare council-ready Stormwater Management Plans for residential subdivisions, infill, multi-unit and commercial developments across Melbourne and regional Victoria. The SWMP can cover WSUD, OSD, legal discharge and authority requirements where they apply. Fixed-fee quotes, Melbourne Water referrals managed end-to-end.
Stormwater is all we do.
Stormwater Report is a specialist civil consultancy. We do not do structural, geotechnical, transport, or general civil work. We prepare Stormwater Management Plans (SWMPs), Water Sensitive Urban Design (WSUD) reports, On-Site Detention (OSD) calculations, STORM scoring, MUSIC modelling, and the supporting documentation that planning permits, council referrals, and Melbourne Water reviews require.
Working only on stormwater means our reports come back from council cleaner, our Melbourne Water responses go through faster, and our fees stay predictable. There is no general-civil overhead, no cross-subsidy, no scope creep into work outside the discipline.
Five steps from brief to council sign-off.
Each project follows the same five-step process. Two-to-four weeks from brief to final report for a typical residential project, longer where Melbourne Water referral or modified scope is required.

Final SWMP report with site analysis, treatment sizing, modelling outputs, and a clear compliance table.

RFI responses and report updates through to council sign-off.
The instruments we operate under.
Stormwater work in Victoria is governed by a stack of planning, environmental, and technical instruments. We design every report against these directly.
- Clause 56.07-4, Victorian Planning Provisions
- Integrated water management for residential subdivisions. Sets the requirement to demonstrate best-practice stormwater management.
- Clause 53.18, Victorian Planning Provisions
- Stormwater management for non-subdivision development — the trigger for SWMPs on multi-dwelling, commercial, and industrial sites.
- EPA Publication 1739.1
- Urban Stormwater Management Guidance. Defines best-practice pollutant load reduction targets (80% TSS, 45% TP, 45% TN) used in STORM and MUSIC modelling.
- Clause 66.04, Victorian Planning Provisions
- Referral and notice provisions — the trigger for Melbourne Water referral on developments within their drainage scheme areas.
- Australian Rainfall and Runoff (ARR) 2019
- National guideline for design rainfall and runoff modelling. Used to size OSD storage and confirm flood compatibility.
- AS/NZS 3500.3
- Plumbing and drainage — Stormwater drainage. The technical standard for pipe sizing and discharge connections.
