Boroondara requires a stormwater management plan with all residential development of two or more dwellings on a lot, responding to Clause 53.18 of the Victorian Planning Provisions. Performance is typically demonstrated with Melbourne Water's STORM calculator or MUSIC modelling, and larger projects — residential buildings of four or more storeys, or non-residential development of 100 m² or more — also carry an ESD report with a BESS assessment.
Where council requires on-site detention, the storage volume and the permissible site discharge are confirmed by council's drainage team, with the system designed to AS/NZS 3500.3 and connected at the Legal Point of Discharge. Parts of the municipality also sit under flood overlays — the Special Building Overlay for stormwater flood risk and the Land Subject to Inundation Overlay for watercourse flood risk. On those sites, permit applications need Melbourne Water's consent, and finished floor levels are set above the identified flood level with 300 mm freeboard. When Melbourne Water gets involved is worth confirming before the application is lodged.
